Established in 1994, C.A. Howard Associates is an independent contract compliance consulting firm serving clients involved in private and public sector construction projects in Connecticut. We work directly with project owners, developers, program managers, construction managers, and prime contractors by supporting their efforts to comply with applicable contracting and workforce goals as well as to meet requirements and commitments to advance diversity on their construction projects. We are a woman/minority-owned and operated company with offices in Bloomfield and Bridgeport, Connecticut.

Claudine A. Howard
Claudine has over 20 years of professional experience in contract compliance. She was a partner on the consulting team that conducted the early Disparity Studies for the City of Hartford and State of Connecticut. As an employee, Claudine worked with the City of New Haven and its consultants to update the ordinance supporting set-aside contractor participation. These experiences give her firsthand insights into contract compliance requirements and the enforcement of affirmative action and equal opportunity mandates on public sector projects. In addition to her knowledge of the public sector, she has in-depth experience providing contract compliance consulting services to some of the top private sector construction professionals in Connecticut
To stay abreast on changes in compliance standards and requirements, Claudine maintains an on- going engagement with local and state agencies responsible for policy and enforcement. She is committed to advancing opportunities for S/M/W/DisBEs as well as workforce opportunities for minority, women, and local residents and leads the company’s efforts to develop and deliver outreach activities that provide access.
